Why is it that I can get unbanned by simply restarting my phone?

Probably because it gets a new IP when it reconnects to the tower, presuming you are using mobile data.

Same thing that happens in certain scenarios when you restart your home modem. If you get assigned a new dynamic IP you are no longer banned.
