Ahoy there.
I'm a newbie programmer and just wanted to know if it's possible to make iPhone/iPad apps in Visual Studio? Can it be done using C++?

VS is an IDE.
You can use C# within VS to build applications for the iOS.

It's not an issue of language you could just use Java but it's an issue with Apple using mantle as their api

Xamarin check it out.
You can make Apple and Android apps with 80% code sharing.
Btw they are native too

You might just want to get a used mac and get xcode. Most apple store apps are written in objective-c or swift.

>VS
yes
>c++
I don't think so
You can use Xamarin in VS and write it in c#, but you'll still need to have an ipad or iphone and a mac to build and deploy the app
