Are the chinese dependable for tablets and 2in1s?

Specifically a Chuwi Hi12 for college use, since I can't find more than 2 reviews anywhere for it?

The only enduring Chink brand I know of is Xiaomi. With others you won't even get the pleasure of a reputation at all, as you've seen, because they're ephemeral brands. I wouldn't personally sink money into something like that.

I had the Hibook Pro. It's good build quality, but these Atoms are slow as fuck. Forget it.
