XFCE has excellent functionality but it's ugly. I use it on all of my machines because it runs well on everything OS from OpenBSD to Fedora even on 10 year old hardware. MATE and Budgie are decent too because they take Gnome and make it usable. There's also CDE or MaXX Interactive if you're looking for something retro, but they aren't too useful. If you want to use MaXX Interactive then use it on Fedora 64 bit where the install script just works. If you want CDE then use Sparky Linux where you can install it with one click from the repos. Window managers are a stupid meme and will just waste your time.
openbox and tint2 are the only things you really need, everything else is useless bloat

XFCE looks like a cheap XP knock-off by default but you can make it look good with little effort. There are a shit ton of themes for just about every DE.
