Of course not, DX12/Vulkan require effort and effort isn't profitable unless the payout is huge. That is not the case with DX12/Vulkan with most games. DX12 is W10-exclusive too.

Now that I think about it, RotTR is the only game I actually played in DX12. DOOM the only one in Vulkan and even then I actually played most of it in OpenGL, since OGL with SLI ran better at 4K than Vulkan without. I can't shake the feeling that no dev really gives much of a fuck right now beyond the "cool tech demo" stage.
