HTML and CSS are not actually supposed to ever be touched by a human. You're supposed to write software to generate and render it for you.
JavaScript is a bit different but it really has no place on the web. It's madness that when a program written in C++ downloads from internet and runs on your computer it's own it's malware but when it's written in JavaScript it's modern and progressive and totally cool.

As for cost effectiveness, you should outsource everything you can. But some might not find that fun.
