If you need to use windows 10 for whatever reason, then enterprise LTSB is definitely the way to go.
It has the least telemetry (still can't be completely disabled), but you can also turn off automatic updates.

It's also the least bloated version, since it doesn't come with any start tiles or microsoft store/apps bullshit.
