Don't
If you want to start programming micro controllers go with chink arduino boards.

And for more serious applications go with STM32. Most of the tools for it are open source, it has a similar price to Arduino, but is an order of magnitude more powerful.
Avoid if you want any degree of power in your proyects. Go with STM32 or Freescale FRDM boards

Any suggestion from ebay or aliexpress?

Mauser or digikey are your best bets for these sorts of things
Code composer is free now, ti mcu are expensive though and have a lot of erata

Such $4.3
I have a bunch of these, not really using them for anything. One was semiuseful once... as serial port.

For general purpose use nucleos are way better and cheaper, however if you need ethernet there are ti mcu's that have built in ethernet, no external ic is needed

They're good for rockets.

This, although you get used to Ti's datasheet shenanigans after a while working with it.
