It's designed to play every video format badly instead of some formats well. If you got a video in a good format, a proper player like mpv (+ frontend of choice) is ideal, but if it's some obscure or archaic bullshit, VLC helps.

the reason why you see artifacts (other than file corruption) is because VLC tries to jump to that frame quicker
in WMP, it'll go to the previous keyframe (however far it may be), then properly decode every P (predicted) and B (bidirectional) frame until it gets to the point you want. that's why seeking can be so slow in WMP on movies with few keyframes, or keyframes spaced very far apart (large GOPs: group of pictures). the image will look spot on though.
on VLC, it jumps as close it can to where you want, and does partial decodes from... usually a neutral gray screen, hence the artifacts.
