I'd personally recommend you start with C# before moving to C++ as C# handles youre memory management and thus you arent likely to overwrite something. While also acting as a good stepping stone for moving onto C++

Personally I started out with Java and a nice (german) beginner book, since I was interested in dev andriod apps. I did some C++ programming before; however I didn't stick to it. This book tought me a lot about Computers and memory management. With this in mind it was easier to start with C++.
If you can read german, the book is called "Programmieren lernen mit Java" - Rheinwerk Verlag

Java.
There is no reason to start a new project in C++. Learn some C++ if you have the opportunity to work on an existing project.
If you don't care about performance, there are higher-level alternatives that could be better for the job. And even if you do, there are better and more compact languages for the task (C, Fortran, Ada...)
really C++ you're not going be do anything with it but it might teach some raw basics of OOP programming
