IOS can be optimized better for the hardware it goes on because apple has control of both the hardware and software. But stock android is pretty fast, android just gets a bad rap because of all the shit OEM skins and modifications.

The problem is that it's not a problem with android itself, or the phones. The problem comes from taking Google's barebones Android, then having Phone manufacturers taking a dump on it with garbage that can't be removed or stopped from running in the background, then having Mobile providers taking another dump on top of the already fairly large pile of shit, adding their own garbage that also can't be removed.

My android is rooted, runs flawlessly smooth, the battery backup is out of this world and I love it.
My girlfriend's S7 is so ridiculously bloated with garbage she can't get rid of that she has to recharge it at least once a day.

Apple's SoC's are optimized for single-threaded performance and the majority of apps are written to take advantage of Apple-specific hardware and lower-level software. The OS is also REALLY aggressive about background applications, Android will let shit run almost indefinitely even though you're mainly doing something else that should be prioritized over Facebook updating a cache or something in the background. Android relies heavily on Java's VM and encourages application writers to use Java, even though many Java programmers may not be talented at writing resource-constrained programs. Even though Android phones "should" be faster because of higher specs and MOAR CORES the majority of apps are written in a single-threaded style and Snapdragon/etc. SoC's have much poorer performance in that regard than Apple's custom SoC's.

The problem with shit OEM ROMs are the cost vs the benefit of optimizing their software. Apple only has to manage one software variant for a hardware lineup that not even the entirety of samsung's smartphones and tablets can compete. Android has a larger market share but OEMs have to design their own software for some executive reason, and the upfront cost of making good software is much higher than just paying up for the extra ram.

I definitely think Google needs to sort this out, because Android can be terrible. It's wonderfully open and my Nexus 5 is still going with the latest Lineage OS, but there are so many devices out there stuck on 4.3.

I've got Lineage OS, rooted with Magisk so I can use Android pay.

The phone has a few slow downs, but not sure how best to keep it going smooth. I think the biggest issue is things running in the background. Even if I don't open it, Snapchat is running for example
