Oneplus and phones by google are usually very custom-ROM friendly. You can swap kernels on android, but I'd rather just encrypt the whole system if privacy is ones main concern.

Almost all android smartphones can be rooted though, but some are damn hard and you always have the risk of bricking it, so id recommend staying away from these.
