Always consider an SSD. Try buying a large SSD for what you'd pay for your SSD+HDD combined, and add a HDD later
NVMe SSDs aren't for a faster OS boot, they're for productivity/scratch disk/VMs. NVMe and M.2 are not the same thing, M.2 is a form factor.
The Ryzen lineup comes with surprisingly good stock coolers. consider using them over any <$30 cooler.

starting from the default voltage is fine, but i'd imagine it'd take longer to find a perfectly stable and fine tuned voltage will take longer than going down as i'm guessing you'd have to go through more stress tests and etc but if you're not short for time its probably the best way to do it going up in 0.05 increments or so
but if you are short for time I was recommended 1.4v with a 240mhz offset(if your mobo has it) iirc to get ryzen to around 4ghz - stress test it on AIDA 64 for 10mins then go down in 0.05 increments if it doesn't crash, keep repeating this until it crashes and stick to the voltage before the crash

Look into getting a PWM fan, those are the ones with 4 pins. It allows them to spin at different speeds based on temperature readings so it won't always run at max. However a normal fan will fit in a 4 pin slot, it has a key that allows 3 pins to go in but only one way.

No and yes.

Most 3 pin fans can be controlled by changing the voltage.

But to do it from your motherboard it will need to have this as a feature.
I think all ASUS motherboards for example can do this, and so can many others but not all.
Alternatively you could buy a separate fan controller (most fan controllers use 3 pin, very few use PWM), but they will cost more than a new fan.

Voltage fan control is also somewhat problematic because you need a certain minimum voltage to get them started.
Making it hard to run them at very low speeds.
PWM is much better at this.

I'm a bit uncertain on:

-The case. I wanted a Phanteks Evolv ATX Tempered Glass but turns out they don't fit the Asus Zenith ROG E-ATX. I could change to another x399 mobo (any suggestions?) and go back to the Evolv ATX.
Main concern here is if this case is a bit too cramped/heat dissipation and airflow issues.

-Cooler. I know it works but there's still lingering concerns over the heatsink not actually covering the entire processor. But I don't want to wait too long for everyone to come out with TR4-specific coolers.

-The RAM. Gonna be honest, I'm super confused by how RAM works these days beyond "Ryzen wants 3200." Is there anything else I should be looking for? Am I underpaying/overpaying?

AMD does have APUs anon. Infact, AMD is gearing up to release a new series of them, Bristol Ridge, to consumers in a week or two. AMD's integrated graphics are better than Intels.
Bristol Ridge is still based on Bulldozer.

Why would I support Intel? At least they're honest about having to use their proprietary driver. AMD pretends to be a friend, but doesn't know what friendship is.

As for GTA, I'm prone to hoping. Maybe I end up plugging in my old AMD GPU. Maybe I halve the resolution (to 720p), maybe I play on low details... That's less important.

gaming build, budget is below $1500

having a hard time deciding on what to do about cooling and a case. A lot of"recommended" completed guides I see on PCPP with the ryzen don't include extra cooling and say that the stock cooler is sufficient. Is that legit? I have never heard of just sticking with the stock cooler. I was gonna go with the 1700x because its only $10 more but it doesn't come with a cooler, if I can save $100~$200 by getting the 1700 over the x due to its cooler, then great, but I have serious skepticisms about that

PCPP says the build is only using 350~ watts but doesnt wattage shoot up when you OC? I've seen some recommended builds go for a 550 PSU, is that enough? I have a 650 selected, should I lower it?

beyond that, I can never decide on a case. I don't really care about looks, as long as everything fits nice with some decent breathing room.

change the PSU to a G2 or G3. 650W is more than enough, even with a top tier 4.0 Ghz overclock. Ryzen is VERY power efficient. Intel can't compete on performance per watt with Ryzen

Without overclocking the stock cooler does fine. It's commonly suggested to get high end cooler like NH-D15 or Dark Rock Pro 3 instead of AIO for OCing. AIO looks nicer but for my liking it has too many chances to fail. Like if the pump goes you're fucked or if the fans go you're fucked, with air you still have massive heatsink. For PSU EVGA G3 line or pretty much anything from Seasonic are the most trustworthy.

The Gaming K3 is the cheaper board with external BCLK, and you can fit B-die into the budget.

Upgrade to a 4K IPS free-sync display when possible and throw Vega 56 in after.

You're going to want a $25 air cooler anyways, and the HAF XB EVO is just about the best case ever.

Because the stock cooler is going to perform roughly the same as the $25 dollar cooler you have and you are just wasting $25 on a trash cooler that will barely outperform the free one you got.

Also why the fuck are you pairing a 1700 with a 560? He said he is gaming at 1080p, a 1600 with a 1060 6GB will suffice for the foreseeable future.

1060 6GB is comparable to the 580GB and isn't price gouged at the moment.
