I did this. Bought a Dell Inspiron 6400 on fleabay with english keyboard. Then bought a spanish latin american keyboard for it, fleabay also. Easily replaced as it is user serviceable.

I paid $40 for a Dutch keyboard a while ago, mine broke, and it was cheaper than a German one. Same key layout, slightly different keys markings.

I just use xmodmap, it makes it easy to modify how the keyboard works.

Nigga that's nothing. We have ą,ć,ż,ź,ł,ó,ę,ś, ń. All of them used in daily use words. And our keyboard doesn't even have a button for any of them, instead we have normal v,q,x, none of which are used in our alphabet. Which is good though, since we have just a standard qwerty keyboard. But the point is, you seem to be whining about 2 letters.
