Generally you'll have to be in some sort of University or government research setting in order to access one. I administrate a good portion of the HPC resources at my University, and we do not allow anyone not linked to the University to buy time on the systems

Buy one
Get a Uhaul and an appliance dolly
Carefully document the internals and remove modules to reduce weight
Somehow get it into your mom's basement
Have an electrician install a 240V line near the unit

Wouldn't those older supercomputers be completely superseded by modern computers? Like even a 10-15 year old supercomputer would be around the same speed as a modern highend desktop.
