In many languages such as french where adjectives go after the noun, OOP is actually written as POO.

Also, Java isn't proper OOP imho. Not everything is an object. In particular, classes are not objects, which means you lose out on a lot of power.

C++/Modula style OOP is really just procedural programming with a slight bit of OOP flavour.

Uh what?

Java did not support proper closures until Java 8. It sort of got the ability to create closure-like objects in Java 1.1, but that required declaring an anonymous inner class and was extremely verbose.

Good, closures are hidden pieces of shit objects that are only used for shitty workarounds of other language deficits and hold the memory management hostage.
When I did some language implementation myself I considered not adding them out of spite for a long time.
