the best for your privacy is the default ISPs, because they log all your connections anyway.
Looking for a "better" one doesn't really matter, and brings basically zero performance improvements, because after the initial domain lookup everything is cached anyway.
8.8.8.8 is very useful for setting up and testing infrastructure.

my networking knowledge is too rudimentary to answer that. all i know is that VPN alters the routing tables, and doesn't necessarily route all IPs through the VPN. Changing DNS server may possibly hide traffic from your ISP in this case.
