not sure where to ask, but could /g/ recommend me a laptop that almost always cool when idle or better when full load? around 20-30 if possible. i think a good cooling system with huge fan, loud doesn't matter.
spec doesn't matter, but i hope at least i3 or equivalent. gonna slap ssd into it, so if it comes with ssd it will be a bonus point. no macbook pls.

Always consider an SSD. Try buying a large SSD for what you'd pay for your SSD+HDD combined, and add a HDD later
NVMe SSDs aren't for a faster OS boot, they're for productivity/scratch disk/VMs. NVMe and M.2 are not the same thing, M.2 is a form factor.
The Ryzen lineup comes with surprisingly good stock coolers. consider using them over any <$30 cooler.

The Noctua is going on the heat sink, that should be one hell of a cooler

Getting this X370 board because I need/will need the SATA headers (carrying over several platter drives from current computer, might be adding more later. There's a cheaper version of this board with the same # of SATA ports, but apparently the overclocking options for it are junk

The difference is around ~100 mhz which translates to 2-3 fps or more depending on the game you are playing.

I think I've found one case that might work, it's not very pretty but it would do the job.
The HAF XB Evo, I found a Micro ATX board that has 6 sata slots and the XB evo has 4 3.5 drives and 2 2.5 drives so I could fit all my drives in there.

I wish there were more cases like this with a less gay design.

Cooler Master's Ark Of The Covenant suffers from a design flaw shared by that style of case. The motherboard is topdeck over the PSU. If you can manage to cool it properly, not a problem. But it's something to keep in mind.

If your case has good airflow it shouldn't be a problem. You'll just make the PSU suck air from inside the case instead of through the grill outside.

My PSU used to be very noisy with the fan, ever since I flipped it upside down it's been working silent and like a charm. And I have so far not noticed any performance issues, no crashes, no overheating and no noticeable higher temps on any other component.
I was actually about to buy a new PSU when I decided to try that before pulling the trigger, and it worked. Had mine flipped for a month now with no problems.

Usage is low end to medium games or just lower settings on high end. Will probably swap the psu and ssd for the ones in your list, might swap ram, but will keep 1200 until zen+/ryzen 2 releases in, hopefully, h1 2018 and get the next best price/performance cpu (r5 2600?).
