I have an MacBook Pro 15 (late 2013), after installing Sierra I very frequently encounter a problem whereby left clicks are not accepted anymore. This happens with the Apple Magic Mouse (Older model with AA batteries) and with the integrated trackpad. The only way to make it work again is to use Command-Tab to switch to another App and back.
Thanks Apple. It just crashes differently.

Have you tried reinstalling Mac os?

Boot into the recovery partition (holds cmd + r on boot).
Then see if you still have that problem. If you don’t click the option “install a new copy of macOS”, if you do, then your hardware is gonked.
I must say however, that Sierra deprecated some mouse libraries, and fixed some lag issues with the mouse, so this could be the culprit.

For what it's worth I have the same model and have never experienced this. Because you're having it with both the Tragic Mouse and the trackpad, it's most likely something gone wonky in the OS.
When you boot into the recovery partition do you still experience the problem?
If you do, have you looked carefully at the Control key to make sure it isn't stuck?
