Some can, yes.
Crystaldisk or anything that can read S.M.A.R.T.
For older drives you can use something like badblocks, spinright, etc.

HDD Sentinel for windows is neat
GSmartControl for GNU/Linux is a nice GUI for smartctl
S.M.A.R.T is pretty good at it.
