Some places do, a lot of areas in Southern California have buried cables for instance. They're not always a good thing, though, any kind of upgrades or repairs are a pain and take forever and they're susceptible to flooding. I live in Bangkok where this is common - and asked a cable guy when they hooked my house to fiberglass.
They have a pretty smart system, basically the kind of "rolling" and small colored clamps on the cable tell them which is what.
I guess it takes them years to learn, but they repair cables and put new lines in no time.
