It's an X11 issue. You can enable v-sync in the compositor but I think it adds 2 frames of latency instead of the usual 1 frame for v-sync, but I'm not certain about that.

Compton is a compositor, not a desktop manager. It did fix screen tearing for me on my arch install, but you should have an existing compositor that can handle it too. Might be worth a try, either way.

Whichever one eliminates your screen tearing. Compton is much less fancy than compiz. Also, not sure if there's a graphical way to configure compton in ubuntu, so you may need to edit a conf file to enable vsync. I know you should have a gui for compton, so you could try that too if it's easier.

A distro can mostly look like anything with the right packages and configuration.
If you mean out of the box, no modifications? Probably Kubuntu. It has updated to use Wayland, which gives it much more capability for transparency, blurring, and other such things that you'd normally expect from Compiz (which is now a dead end.)

Ubuntu's got repositories out the ass. I think it should support most hardware you have.
KDE (the "front end" of Kubuntu) has internal tools for editing settings, so you don't have to go muddling around downloading special packages and editing config files.
Just go ahead and look up some videos of KDE online and that should give you a feel for what KDE is like.
Also. Since kubuntu is ubuntu, remember to sudo apt-get update and sudo apt-get upgrade to make sure nothing is broken or out-of-date.
