Technically VPNs will be banned on a per-host basis if they do not comply with Russian law by forbidding their users access to sites from the Russian blocklist which is made public by this legislation.

We already have the law that lets them ban whatever they want on a per-host basis, so I don't see this as a major change.

Why not rent a cheap box in EU, install OpenSSH and proxy $browser into the machine using proxychains? Even full VPN is possible with sshuttle, and the server won't stand on any list because it's no official VPN.
