They actually started getting it mid 2015 with how badly 14nm was going, but you can't exactly design a ground up architecture that quickly, that's why it's due in 2021. Intel hoped to hold off AMD by having a process advantage, which they do with switching speed currently, but Coffeelake was a clear response to their 10nm troubles. It takes around a year and a half to make a die so Intel Has been taking AMD seriously, they should've just started in 2012-2013. I blame their executive board.
