Always consider an SSD. Try buying a large SSD for what you'd pay for your SSD+HDD combined, and add a HDD later
NVMe SSDs aren't for a faster OS boot, they're for productivity/scratch disk/VMs. NVMe and M.2 are not the same thing, M.2 is a form factor.
The Ryzen lineup comes with surprisingly good stock coolers. consider using them over any <$30 cooler.

That case comes with two pre-mounted 120mm as rear/top exhausts with room for 2x120/140mm in the front or a similar radiator.

Factor those in. I ended up moving my top exhaust to a front intake.

There are workarounds to get windows 7 to work on Ryzen and Kaby Lake.
There are 2 big problems with it.
1: Windows 7 does not include USB drivers for Ryzen/Kaby Lake
2: Even if you get it working, Windows no longer updates the OS if you have Ryzen or Kaby Lake.

It's a Universal (that's the brand name) toaster from 1928-1929. Most toasters of the era were like that before the Toastmaster was released in 1926. It looks more like a conventional toaster. The downside is for all it's beauty it doesn't toast both sides nor does it shut off automatically; you can easily turn bread into charcoal if you're not careful. Last I knew there weren't any Universals for sale but when they turn up it's usually about $100-$200 for one.

Is the 1700x that much worse than the 7700k for high refresh rate gaming? I could really use the extra 4 cores for the FEA simulation and Premiere rendering that I do occasionally, but I don't want to hamstring myself when I upgrade to a 144/165 Hz 1440p monitor (my next major purchase). Would be running a moderate OC either way.

I would really like to wait for the mainstream intel 6-core, but that's unfortunately not an option because I fried my 5820k+board and need a replacement much sooner than that. On the same note, the 6800k is pointless, right? It's like $35 more than the 1700x or 7700k with an equivalent board but would save me from having to change/sell RAM compared to the mainstream platforms (currently have 8x 4GB sticks of 2666 Mhz).

If they get cheaper, or the Pentium gets more expensive.
They compete with i3s in games, winning some, losing others. In professional apps they tend to do better. They've made the i3 line even more irrelevant.
But for gaming it's not worth the money over the G4560. You pay more for very little extra performance in most games, which was the same story with the i3. Sometimes they do notably better, but sometimes it's even worse than the Pentium, which is cheaper by $30. And the Pentium comes with an iGPU, which at worst can be used as placeholder graphics if you intend to upgrade anyway.
The price goes further up if you if you want B350 to OC the R3.

The best draw for the chip is the upgrade path. You shouldn't be doing rendering on an R3, so I don't see it as much of an advantage.
Pretty meh buys over the G4560 for gaming desu.

Realistically, if you're getting a larger mechanical drive, you'll probably only be using it for storage rather than anything important. Theoretically, the WD should last longer because of wear and tear. That's only theoretically.
I can't say more than that, I bought into the SSD meme ages ago.
500GB Samsung 960 Evo for work stuff (Photoshop/Vegas files, etc.), 256GB Samsung 850 Pro for OS and some other programs, then a RAID10 setup of 4 Crucial MX300 750GB drives for whatever else (Planning to get some more, but no need yet).
Haven't used mechanical drives in over a year now.

TL;DR the 5400rpm should last longer probably, I'm a faggot that fell for a meme
