No. The mouse must support ps/2 internally. All a passive adapter does is swap some pins, and when a compatible mouse senses this it switches to ps/2 mode if it's capable. A USB-only mouse will not work with a passive adapter at all and would need an active adapter to translate the protocols. Same thing goes for USB keyboards.
