That's because they've been slowly rolling it out for a whole year. The process is largely random.
I got some early testing version and it was extremely bloated and slow as fuck. The simple act of scrolling down the page produced stuttering and tearing even on an i5 Sandy Bridge laptop.
They later fixed some of the performance problems but it's still a downgrade in my eyes, especially when it also kills the usability of the site. Google, why the fuck would I need fuckhuge whitespace margins around giant icons on a fucking PC?
