No, it's literally a telemetry tool to improve KDE for actual user-oriented distros. That's what it was specifically designed for. They don't try to hide either, and people who install it usually do so because they want to help improve KDE with their usage data.

However what they meant is that they develop the main release using Ubuntu as their target machine (for dependencies, their versions and such), but the maintainers of other distros just adjust at compile time.
