I have OSX set to scale AS IF my monitor is 1080p. Actual rendering of text/images/etc is full resolution but the positioning of windows and scaling of text is as if my monitor is 1080.
Windows 8/10 will do the same sort of thing, allowing you to scale text and UI elements bigger while still rendering them at full resolution.

First in order for things to be "simply worse" it would have to be noticeably worse, otherwise they're not simply worse but "technically worse" that you'd have to look really really careful to find the minute differences. Second a 1080p source to 720p downscaled can be just as good as 1080p if the viewer's screen is 720p if not better. Their downscale algorithm might be worse. Third different between 10K bit rate 1080p video and 6.6K bit rate 720p video is marginal to non-existent. 4000 kbps bit rate @ 1080 to 2.6K is same. If the ratio is close to 66%, of the original 1080p bit rate, then they're virtually the same.
Fourth, there are always cost/quality that people look into. Most people can't tell the difference between 720p upscaled to 1080p (~66% bit rate) and source 1080p. Simply because there is very little difference. So its better to simply use the 720p if you're saving space and still want good quality.

Games and movies are rendered at full res on a 4k display because they have their own GUI and are USUALLY good enough to scale with the res and display size.

Windows itself does NOT fuck with a game when it takes exclusive control, so when switching OUT of the game back to your desktop, windows takes over GUI scaling again, and fucks up.

It's 100% a windows issue and it's the primary complain with modern windows and high resolution monitors. Windows 10 is certainly better than previous windows, but it still isn't anywhere near where it should be.
