I have the strangest problem with my windows 7.
Right clicking on files gives different options. Right clicking stopped working all together on desktop or in folders.
Recycle bin won't empty.
Start menu search tab doesn't work.
Drive names are missing.
It's barely usable.
Has anyone seen this before?
Any tips?

I put it on sleep and when it resumed it was like that. Properties is missing along with other options.

Also something to note: Control panel is completely empty. Not a single folder or an option. Just blank white space.

Seems like you might have gotten infected by something. If rebooting doesn't work time to scan.

this has a lot of registry patches for broken file associations in the registry
I'm thinking disk failure with resulting registry corruption, or like others said some infection.
try the patches for folder, drive, and directory
open your event viewer (windows+R, eventvwr.msc) and see if you're getting disk errors
since youre using a closed source proprietary operating system, it would actually be illegal for anyone here to help you.
Call Microsoft, that is the beauty of closed proprietary software; you just call the people who made it and they will help solve all your problems
so remember everyone, do not help OP with this, as it is a crime punishable by 5 years in prison and a $50,000 fine
