Always consider an SSD. Try buying a large SSD for what you'd pay for your SSD+HDD combined, and add a HDD later
NVMe SSDs aren't for a faster OS boot, they're for productivity/scratch disk/VMs. NVMe and M.2 are not the same thing, M.2 is a form factor.
The Ryzen lineup comes with surprisingly good stock coolers. consider using them over any <$30 cooler.

They will work.
I have 240Hz monitor and a 60Hz monitor and they work at their native refresh rates. Just make sure you select the higher refresh rate for the main monitor manually.

Brother had to get a cheap new computer, his old motherboard died. He had an Athlon II X3 460 and 4GB DDR2 ram with a Radeon HD 4450 (maybe? it was the 4000 series.)

He bought a FX-8350, a Gigabyte board (GA-78LMT-USB3) and a Kingston A400 SSD ($238.83). He has our others brother's old Kingston 8GB Blu DDR3 ram, my old Radeon HD 6670 and 550w Raidmax PSU.

So, now he wants to upgrade the GPU, and I also want him to get a non-stock heatsink. He wants to spend <$150, so I figure a RX 560 (GV-RX460WF2OC-4GD is only $109) and for the heatsink, "ARCTIC Freezer Xtreme Rev. 2" which is on sale for $32. He has a Fractal Design Core 1000 so cooler height is an issue.

Thoughts on those two component upgrades? I think it'll be really nice, and it comes in at $141.98.

I have an rx 480 and can confirm that mixed refresh rates work, with the caveat that when the slower monitor becomes the focal point it will cause the faster monitor to de-sync. I've only noticed it during media viewing using SVP for 120fps video, and blur busters UFO test. The UFO test is actually where I figured out about it initially.

So I just upgraded from 2500k to Ryzen 1700. I promise this isn't a shill post, but just adding my personal 2 cents and asking a small question.

My fps remains completely unchanged in games, as expected. Performance is almost identical, on paper at least. The difference is that everything just "feels" smoother.

This isn't wishful thinking, either. In Witcher 3 for example, in the middle of Beauclair at 1440p mostly ultra settings with gtx 970, I got 49-58 fps before and get basically the exact same fps now. However, I now get zero stuttering whatsoever. The 45 fps feels like 60 used to, and 60 feels smoother than ever.

Is this because of more cores and hyperthreading?

The cheapest 16gb kits have large heatsinks tacked ontop of them (Ripjaw series stuff).

The corsair sticks I selected are the only low-profile sticks I see for that price range. I need them to be low profile because I intended to mount the CPU radiator to the top of the case and need the clearance. Front radiator mounting is not possible because of the the ~300mm card.

Good call on the PSU, although I had bad experiences with Seasonic. EVGA has a PSU that is cheaper than the corsair, however. So I selected that.

Probably due to having higher frequency ram. I'm still on the z97 platform but upgrading my ram from 8gb 1600 to 16gb 2133 makes my frametimes fluctuate way less even at fps lower than 60. I didn't change anything else and I actuslly rescued my cpu OC by 100mhz but it still felt smoother so it's the ram which made the different imo.

Yeah, it'll be a pretty good upgrade from the 6670 as well. Also no more horrible fan noise. I'm wondering about the cooler for the most part, but it seems really nice.

My brother doesn't play many games, mostly RS3 and a few others, if the 6670 can manage 50-60 FPS, I'm sure the RX 560 will pull more. He'll be more than happy. He already enjoys the CPU/SSD upgrade. His old HDD was so slow, iirc the boot times were 2 minutes with his old CPU.

Solid state drive. Just get one, seriously. It makes boot-up times much faster, and the difference is like night and day.

Peripherals are things like your mouse and keyboard. I'm almost 10000% certain that the ones iBuyPower gives you is complete garbage, so just invest in other quality peripherals.

Keyboard? Look up mechanical switches and the differences between them. They all feel differently, so I recommend going to a tech store or Bestbuy to test different switches (Cherry reds, blues, browns, etc.)
It's important if you're into competitive gaming. If not, I still think a nice keyboard is a great quality of life item to have, regardless of what it might be used for.

7700k is your only bet then. At 5ghz you should be able to achieve that frame rate. People here are trying to scare you off buying it because they simply hate Intel but looking at it from a logical POV, It's your only option and it's probably the only Intel cpu worth buying aside from the Pentium. My case has two USB 3.0 ports at the front but I haven't got a 19-pin port on my mobo, which it requires, though there are two USB 2.0 headers. If you're willing to try and get a stable OC on a R7 1700, that'd drop the price for the same performance. OCing isn't for everyone, so disregard this if you don't want to do it.

Maybe try the NZXT Kraken X42 rather than the Corsair H60. I've had to RMA my H100i v2 twice. The X42 meets the width requirement coming in at 52mm, case requires <=60mm.

That ram isn't on that motherboard's QVL, my friend had issues with his ram with Ryzen. Could potentially be an issue as well, although unlikely.

That motherboard also has an M.2 nVME drive slot on the back, why not get a nVME drive instead?

Will that powersupply work in that case..? I'm not entirely sure.

R7 1700 stock with stock cooler in a Fractal Core 1100 with the default fan. Running Prime95 small FFTs, Ryzen Master is reporting an average of 67C after about an hour of running it.

What's going on? Most people get 30-40C stock, even lower on open-air. I shouldn't be getting such high temps, even with the stock Wraith, right?

Thanks for the tip on the CPU cooler, I was somewhat skeptical of it. Will have to check specs on the NZXT.

With respect to memory, I saw it's not on the QVL, but none of the 16gb modules >3000MHz are on the QVL and I'll require 32gb of memory. My rationale is that I'll get it off Amazon and just return it if it doesn't work well.

For the nVME my understanding is that heating may be an issue with the ncase layout. My system boots in 3.5s off a fairly old SSD as is, so I'm not sure I'll see a tangible improvement as I don't really have any issues in disk latency. Although I use less than half of my 240gb as-is due to an external raid array so the only concern is cooling I guess.

Re: PSU, I guess you saw my previous post. I did have the 800w before -- the 20w overhead was in reference to potentially getting a 450w PSU.

I just plugged my new pc in for the first time and I heard a frying noise and saw smoke and smelled electronics burning. I'm thinking a definite no on the Silverstone PSU, as I was reading lots of really poor reviews on Newegg. Most people saying they had to replace within 4 months to 2 years, and a significant number saying they had it for less than 2 weeks before it died. I actually got the Corsair PSU listed in the build last night on Amazon and it showed up on my doorstep earlier today (free 1 day shipping, why not). After checking it out I like the build quality. Hopefully it was isolated to it but usually the wires that arced will burn/melt their casing and glue themselves to whatever they're touching. Destiny 2 doesn't even have minimum requirements posted yet so we don't know for sure what is required. Total Warhammer only needs something like a GTX 1060 to hit 60fps at 1080p. Given your budget I would recommend a Ryzen 5 1600 build with at least a boot/application SSD, 2-4TB HDD for media/games, 8-16GB RAM, and around a 500-600W PSU.

The GPU market is still supply-starved so the prices are unreasonable for most gamers. You can opt for a 1050 Ti in the short term and try to get a GTX 1060 later on. You could also consider Vega when it releases and we have some data on its performance and price.

Just overclock that i5. If you're just gaming you don't need anything more than that. Ryzen would be for production tasks and the 7700k would be for high fps. If you're playing at 60hz 1080p/1440p then the i5 is fine.

Turn the PSU off with the button in the back. Take the 24pin cable and insert a paper clip or other metal object into the green wire hole and adjacent black wire hole.
Turn the PSU on. This will cause a short and turn it on, which should start the fan.

If anything else happens, like more burning smell, a cap is probably cooking. Turn it off and throw it away.

EVGA cards usually perform well, so there isn't a reason to be skeptical of the hybrid card. You mentioned money isn't an issue, so I'd recommend just stick to the 1080ti. Who knows, you might get more into gaming (or VR as you mentioned.) Look up some videos on it, maybe Gamers Nexus tested it; I'm sure someone has, at least.

I jumped ship recently with Ryzen, a lot of the guys around the office were pissed when we got the news from Intel, and by news I mean "Hey guys, there are about fifty customers calling complaining about the motherboards not working with these processors". Intel then casually informs us, and I mean laughingly telling us this, that they should just update to Windows 10.

I'm going to use it for now but I'm selling this motherfucker asap. I recommend using older Intel for now. Intel is under a lot of pressure (Nvidia working on their processor, AMD really holding the money market). They are making their money with contracts and branding.

Linux though works fine, though, as far as I can tell. We tested Ubuntu MATE, Mint, Xubuntu, and Manjaro and didn't have issues.

They push 10 because people will sync most of their info up to it, which is sold to data agencies (insurance agencies, advertisers, etc).

7 allows you to protect yourself a bit more. Not much but it helps. Plus, windows classic interface.

The company (along with MSI and ASUS) are looking to heavily back Nvidia when they come out with theirs. It's why Nvidia and AMD have formed a tighter mutual relationship.

Genuinely curious, we share a lot with MSI and can't officially recommend customers use that but it would be great to work in until we roll out our beta driver.

Company BS aside, we have a lot of freedom and genuinely like the lower end builds; It's a nice processor and if there is a clear work around I'd like to get it out there.

It's because of the way Ryzen is built. On a R5 1500/X, two cores each on two chips are disabled. However, with the 1600/X you only have one core for each disabled, hence the six core.
Also the 1600 is more future-proof since AMD has a grip on the console market.
