Pretty much,if you had nothing to say one usually disconnected.
Nowadays people just have their client permanently connected I am fairly certain that most of them never check the chat or the longs,they are just there to be there.

Someone needs to make a good iOS/Android app and sell it not as IRC but as a free chat platform
Prioritize direct messaging and include some sort of geolocation feature to dynamically add users to location based channels
Throw in some way to send each other stickers and shit
