When phone posting sometimes I am banned or get banned all I takes is me restarting connection and I have a new ip. I've noticed ips are shared and im not sure how phone networking exactly works but do they unban all mobile ips as a result of this.

Mobileposting should be banned until carriers start handing out static IPs. With IPv6 it's not that hard to assign one to each line.

They're most certainly handing out IPs under NATs, and they are not using the same NAT with the same public IP every time you reconnect.
