This is a 4chan issue, not just /g/. Moot ran this site at a loss, gookmoot is trying to make money off of it. Banning people stops them from viewing your ads. /g/ in particular has always had shitty moderation though, it only seemed better in the past because boards were slower/less active and therefore easier to moderate.

It's not about who they are, but knowing that the same people have been the same for literal ages now. If you look at the jan1team logs you'd see that 4chan is apparently made up of mostly janitors. Which makes me think that janitors abilities are severally limited in comparison to that of moderators. This is already partly confirmed because janitors can only delete and send ban requests; they must be approved by a moderator first.

But I wonder what mods can do. Can they see IPs? Perform rangebans? See site-wide post history? See previous bans? I would imagine that moderators have much more privileges that janitors and that they have been around on the site for ages. As it should be.
