Why would you want to?
Dynamic RAM allocation should allow your OS to use as much RAM as possible to avoid pulling commonly used things from your local disk and instead can just retrieve almost instantly from your RAM.
Unused RAM is wasted RAM, and unless you find yourself in a situation where you NEED more RAM for a specific function or task, there is no need for you to really be concerned about RAM use.

On most systems, System32 actually is 64-bit. Just Windows things. Also, SysWOW64 is 32-bit.
