Are there any GOOD TVs that have no 'smart' software embedded into them? Essentially I just want a monitor on a stand that does nothing but display whatever input is plugged into it.
Does such a thing exist? Or should I just use a computer monitor hooked up to a Chromecast instead?
Yes.
No.

Sony makes a "pro bravia" lineup which are just stripped down (software wise) version of their regular tvs with a 3 year warranty meant for commercial installations, you still get motionflow and stuff like that for picture controls
not sure if they have lower input lag like the old panasonic and pioneer plasma monitors however
Yes they are called computer monitors.
