how the FUCK does AMD keep up with Intel? they have less than tenth of the workforce of which many are working on GPUs, and still beat Intel with their Ryzen line to which Intel literally couldn't respond.

Intel makes more money, but they spread it much, much wider. They invest in side projects that often utterly fail to pan out. They have to run their own fab, and that accounts for the large majority of their R&D expenditures. Intel designs virtually everything in house, while AMD leverages IP from 3rd parties quite frequently.
Internally the companies are entirely different, ran in vastly different ways.
