I have a samsung monitor and it makes a horrible noise whenever the LED is on(when monitor is off) so I have to turn it off at the wall to sleep

Not much to go on maybe but I had an Acer and it was perfect so I say Acer. Just personal experience.

Why is IPS so much better exactly? Is it just the image quality or the viewing angles? I know VA has better contrast but I'm afraid of back light bleed with IPS as I have been there and its terrible.

I ended up going with the PG348Q a few months back and I love it. Also have a korean IPS 4k 32" for when i run into games that dont like 21:9 but thats been exclusive to a few japanese ports.

IPS is only barely better if at all, it only matters if your display is off to the side and you get a bad viewing angle, which it won't be. Otherwise you trade better color accuracy which doesn't matter unless you're a professional who needs it for better contrast and no backlight bleed which is the better trade especially because VA panels are much cheaper than IPS
