You cannot simply plug something in that will reduce your electric bill. Any conversion done on your electricity will lose some efficiency to waste heat. A more efficient transformer installed in the transmission systems by the power company may reduce losses on their end, but it will not affect your bill because you are billed based on the usage meter installed on your particular house/apartment.

In an ideal world, the power company would pass those savings on to the customers in the form of cheaper electricity. In the real world, they'd just have higher profit margins.
