I suppose not, but is it really worth to buy a new GPU now, with all the prices inflated to hell because of those miners? How long do I need to wait for the prices to be normal again? Also, Ive actually been waiting™ for vega to come out for some months now(hoping that it would lower the 1070 price, or be good enough to buy it).

You can attach the gpu's fan connector to a motherboard case fan header with a 2 to 3 pin molex adapter. It's a hack, but at least you'll get sone quiet

unless you have a reference card you should be able to take the old fans off and use wire or cable ties to put regular case fans directly on the heatsink and controll them fron one of the motherboard fan headers.

It's going to be way quieter and cooler than the stock fans, but without any temp readout from the GPU you will have to guess at the right settings for the fans.

If you can afford a 1080 or 1080 Ti, those are still reasonably priced because they're not much good for mining. Otherwise look at the used market. Cards which aren't good for mining like Kepler and Maxwell cards are priced normally.
