Windows 10 doesnt write cache by default so there is no longer a need to eject unless you manually enable write caching

He's technically right

Starting from Windows 8 (or 8.1) the "shutdown" button you see in the menu doesn't actually shut down the system.
It enters a quasi hibernation state where all the system services are saved in a hibernation file to be restored at "wake up" ie not loaded from the ground.

That was Currysoft answer to slow start up times on Windows.

You can disable this feature and it's generally advisable to if you don't care about boot times (you shouldnt).
