Probably the same reason raspberry pis are expensive, the demand for cheap hardware is massive. Due to this demand, prices slowly start rising since people will keep paying until we hit the point where no one wants the now expensive product or can't find one. So then a new product comes out that's cheaper, and the cycle starts all over again.

Versus a mass produced plastic fantastic half a semester lifespan cheap ass laptop with off the shelf parts with loud shitty fans.

It's not just what's inside. The Chromebook also has to meet a minimum standard of quality and capability established by Google to get a chromebook label. That shitty laptop is put together as cheap as possible.
