That material is on top, plastic, (hard) with a bit of metalic flake thrown on with a texture. cheap as shit.

The bottom material is merley velvet covered plastic. If you got one for $1, you could actually peal a bit of the glue off, and see the fabric strands, the fabric strands can be make from anything, natural or synthetic, but usually its an as cheap as they can find synthetic.
