I kind of just assumed that the vega cards would take advantage of IF to link up with the CPU but is IF even faster than PCI-E and can it work at that big of a physical distance?
It just made sense to me that they would use that to connect it to the Ryzen chips for improved performance on an all amd machine.
I don't have a source for this at all though, just what OP posted. So yeah, what the fuck did he mean?

IF is totally agnostic to physical tranport layer. EPYC socket-to-socket links use IF going over PCI-E lanes. EPYC + Instinct may or may not work as an oversized APU.
