The author of the original quote is so stupid, that he actually probably isn't aware of his genius.
In case of Python, the spaces aren't translated to any instructions, but they still make the lexer/interpreter go through them, count them, interpret how deeply nested you are, if it should leave the current code block, etc. It makes the processor go through more characters in the source file.
In case of Java it's complete bullshit, as Java is compiled to bytecode, which discards all information about whitespace.
Not like in the case of Python it matters, the time wasted on parsing spaces is negligible, if compared to overhead of any interpreted language on top of a compiled language. But again, we could achieve much better with interpreted OS made by programmers, compared to compiled code coded by poo in loos and other code monkeys.
