Some people will say Windows 2000 is the best. Other people say XP, and they're probably right. I have taken to liking Windows 8.1 myself. It feels quicker than Windows 7 ever did, plus I like the flat look. I use mine "bare" with no additional start menu. The one included is good enough once you get used to it.
