My Power supply

Use a wattage calculator and see what all your parts add up to under maximum load.
I can tell ya right now, a pci power only card would be just fine on 400w or even less unless its paired with some other crazy powet hungry parts.
But I don't see anyone running an FX9590 with an RX550

Ive got a 750ti and a Pentium g3260 on 200w and it runs just fine
Its probably something else if the machine isnt working

What's the GPU? Maybe post a picture of your build, maybe you plugged the wrong cables in or missed something.

PSU should be more than capable for that.

Double check that the GPU is seated correctly/firmly. Does the motherboard/CPU have onboard video out? If so, take out the GPU and see if you can POST/boot fine without it. Hopefully the GPU or other components are DOA.
