I'm building my a pc with a 400 watt power supply, I think that's the problem but the box said 400 watt can make it run, Is it that or it could be something else?

Use a wattage calculator and see what all your parts add up to under maximum load.
I can tell ya right now, a pci power only card would be just fine on 400w or even less unless its paired with some other crazy powet hungry parts.
But I don't see anyone running an FX9590 with an RX550
Ive got a 750ti and a Pentium g3260 on 200w and it runs just fine

PSU should be more than capable for that.
Double check that the GPU is seated correctly/firmly. Does the motherboard/CPU have onboard video out? If so, take out the GPU and see if you can POST/boot fine without it. Hopefully the GPU or other components are DOA.
