"by default" is not an argument in these cases. The question is what the maximum level of security possible is -- they have more than enough resources to attain that level. I use an iPhone, but it would surprise me if there wasn't a more customizable and thus potentially more secure Android phone -- or maybe even one running some custom OS.
Security clearance costs money every time; whatever Android phone of the month isn't going to be allowed because of it, so it's no use speculating about its security based on this.
It is why B.Obama used the same phone for most of his tenure even as he watched the blackberry die and iphone rise in the world around him.
