I had the same issue (dual AMD) I had to blacklist radeon and AMDGPU so pci_stub would claim ownership of my 290X at boot.
I then just made a shitty systemd service to run

sudo modprobe radeon

after network.target is done which cuts in just in time before the login screen.

I've tried several distros - Manjaro game, Ubuntu Mint, and vanilla Ubuntu. Vanilla's GUI sucks cock, Mint is mediocre, and Manjaro gives me errors and package managing is for cucks.
